Recommendation 1: Balance investment, and direct the following funds to rebuild local/regional infrastructure, supply and markets

  • Increase investment in agriculture and food processing as a whole, to meet the current needs and increase food sovereignty.

  • Increase Domestic Market development to 50% of AAFC’s Domestic and International Markets budgetary envelope for 2025-2029 budgets

  • Direct $50 million via the Food Policy For Canada envelope in 2025-2026 budget

  • Increase innovation spending specific to businesses, non-profits, social innovation enterprises and coops – including food hubs – serving local/regional markets to 25% of the Science and Innovation for 2025-2029 budgets

  • Ensure farms of all sizes, as well as diversified farms of all sizes, are equitably supported through the federal-provincial-territorial agricultural BRM programs.

Recommendation 2: Support local food procurement by public institutions

Develop a Local Food Procurement Action Plan coordinated by AAFC’s Food Policy Division to enable public institutions to purchase Canadian-grown food, grounded in Good Food principles.

Recommendation 3: Reduce regulatory burdens and interprovincial trade barriers to support local/regional markets

Permanently reduce the small number of unnecessary regulatory burdens and interprovincial trade barriers in a way that supports (rather than further undermines) the growth and resilience of local/regional food systems and markets across Canada.

Recommendation 4: Adjust Canada Child Benefit

Recognize that household food insecurity is a problem of inadequate and insecure income, and reform the Canada Child Benefit to better address food insecurity by increasing benefits for low-income families and creating a Northern supplement.
